NEW DELHI (INDIA):Maharashtra Finance Minister Sudhir Munguntiwar made a provision of Rs 710 crore for the Mumbai, Pune and Nagpur metro projects. For Pune metro, Rs 130 crore has been allotted.
The state government has proposed to set aside Rs 710 crore for the underground Colaba-Bandra-Seepz Metro, and elevated Dahisar-DN Nagar and Dahisar East-Andheri East Metro lines for the upcoming fiscal.This outlay is also expected to cater to the Nagpur Metro, the civil work for which is underway, and Pune Metro, which recently got cabinet approval.
The Maharashtra government has approved two new Metro lines-Dahisar East to Andheri East and Dahisar to DN Nagar-but with a revised cost of Rs 12,618 crore for the two projects based on the prices as per the date of completion.
The government is aiming to complete the two projects by March 2019.
The Mumbai Metropolitan Region Development Authority (MMRDA) had pegged the cost of the two projects at Rs 4,829.72 crore for the Dahisar East-Andheri East line, and Rs 4,994 crore for the Dahisar-DN Nagar corridor as per July 2015 prices in its proposal to the government.
As per 2019 prices, the Andheri East-Dahisar East line will cost Rs 6,208 crore, while the Dahisar-DN Nagar corridor will cost Rs 6,410 crore, including the cost of land acquisition and taxes.
As per the government’s decision, for the Dahisar-DN Nagar corridor, the MMRDA is contributing Rs 1,892 crore, the state government is helping with a loan of Rs 757.50 crore, and the Union government is lending Rs 292.5 crore.
Further, the state government is helping with an assistance of Rs 665 crore to make government land of 29.24 hectare, some permanently and some for temporary use, at a nominal cost. Besides, MMRDA is arranging for a loan of Rs 2,803 crore.
For the Rs 6,208-crore Andheri East-Dahisar East line, the MMRDA is contributing Rs 2,320 crore, the state government is giving as loan Rs 733.5 crore, Union government is lending Rs 302.50 crore. To make 21.78 hectare of government land available at a nominal rate for the project, the state government has kept aside another Rs 606 crore, while the MMRDA is arranging for a loan of Rs 2,246 crore.
At present, Maharashtra Metro Rail Corporation Limited (Mahametro) is in charge of the execution of the Metro Rail Project in Pune and Nagpur. While the work in Nagpur has already started, the actual groundwork of the project in Pune will start by end of April.
The Centre approved the project in December. On December 24, Prime Minister Narendra Modi laid the foundation stone of the project in Pune. The Union government has already allocated Rs 950 crore for the project in Union Budget 2017-18.
Last month, Maharashtra Metro Rail Corporation (Maha-Metro) had said its ambitious Rs. 11,400 crore Pune Metro project will be operational by 2021.
“We have completed 35 per cent of topography survey and geo-tech investigation work and remaining job is expected to be completed over the next few months. We hope that first line of Pune Metro will be operational in 2020 and second line by 2021,” Maha-Metro Managing Director Brijesh Dixit had said.
The work on first 10 kms route between Pimpri Chinchwad Municipal Corporation (PCMC) to Shivaji Nagar will start by April this year, Dixit had said.
“For funding, we have started negotiations with World Bank and Asian Infrastructure Investment Development Bank of China,” he added added.
Nagpur, being the transportation hub of the country, always had large roads. Soon, the city will also get its first Metro, which is expected to carry 3.5 lakh passengers by 2019.
Commenting on the progress of Nagpur Metro, Dixit had said the 38-km project is estimated to cost Rs. 8,600 crore. The company has commenced work on 22 km route and 5.5 km section will be ready in the current year with target of completing the project by December 2019.
“We have already completed funding arrangement, under which Germany’s KFW will provide Euro 500 million and AFD (French Development Agency) will provide Euro 130 million assistance for Nagpur Metro project. The funding will be utilised for procurement of rolling stock, cars, electricity supply, traction and other infrastructure facilities,” Dixit had said.
The Mumbai Metro Line-3 Project is divided into 18 main packages of ‘Project’ & ‘System’ wings.

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the development of Pune Metro Rail Project Phase – 1. The Pune Metro Rail Corridor will be covering a length of 31.254 km comprising with two corridors i.e. Corridor-1 {Pimpri Chinchwad Municipal Corporation (PCMC) to Swargate} covering length of 16.589 km (11.57 km elevated and 5.019 km underground) and Corriodor-2 (Vanaz to Ramwadi) covering 14.665 km (fully elevated).
The total completion cost of the metro rail corridor will be Rs.11,420 crore. The population of approximately 50 lakh of Pune Metropolitan Area will be benefitted through this metro corridor.
The project is scheduled to be completed in five years from the date of start of work as per the Detailed Project Report (DPR).
The approved alignments are expected to provide the much needed connectivity to the commuters and would traverse through some of the densest and traffic congested routes in the Pune Metropolitan Area. It will considerably reduce the traffic congestion and will bring in fast, comfortable, safe, pollution-free and affordable mass transportation system in the city, which in turn will contribute to further development and prosperity of the area. Development and prosperity of Pune Metropolitan Area will also contribute to the prosperity and development of the nation.
The Project will be implemented by Maharashtra Metro Rail Corporation Limited (MAHA-METRO), which will be a 50:50 jointly owned company of Government of India and Government of Maharashtra. Project will be covered under the legal framework of the Metro Railways (Construction of Works) Act, 1978; the Metro Railways (Operation and Maintenance) Act, 2002; and the Railways Act, 1989, as amended from time to time.
The existing Nagpur Metro Rail Corporation Limited (NMRCL) which is a joint Special Purpose Vehicle (SPV) of Government of India (GoI) and Government of Maharashtra (GoM), would be reconstituted into Maharashtra Metro Rail Corporation Limited (MAHA-METRO) for implementation of all metro projects including Pune Metro Rail Project Phase-1 in the State of Maharashtra outside Mumbai Metropolitan Region. The project will benefit from experience and learnings from other Metro Rail projects in Delhi, Bengaluru, Chennai, Kochi, Nagpur etc.
Background:
Pune Metropolitan Area includes Pune Municipal Corporation (PMC), Pimpri Chinchwad Municipal Corporation (PCMC). Both the cantonment areas namely Pune and Khadki have witnessed rapid growth of population. The population of Pune Urban Agglomeration was 4.99 million as per 2011 census compared to 3.57 million in 2001 census. This is further projected to increase to 6.90 million in 2021 and 7.73 million in 2031.
Rapid industrialization and intense commercial developments in the past decades have resulted in steep rise in travel demand, putting Pune’s transport infrastructure to stress. With the projected increase in the area’s population, strengthening and augmenting the existing transport infrastructure has assumed urgency. With the growing economy and inadequate public transport services, the passengers will shift to private modes, which is already evident from the high vehicle ownership trend in the region. This would not only aggravate the congestion on streets but also increase the air pollution. Hence, Metro Rail System has become essential.
